Early childhood is the period between birth and the age of six. Research has shown that many of the future talents of the child are developed in the areas of socialization, education and personal development. Education and the attention to quality in early childhood is seen as a strategy to achieve greater social equity since appropriate stimulation, nutrition and pedagogical development at this stage will make it possible for the child to achieve better academic performance in the future, as a precondition for equality of access to opportunities. A study by High/Escope in the US showed that for every dollar invested in quality programs for the very young, society receive $7 in return (Judith Evans, 2002) which means that attention to early childhood should be seen as an investment, not an expense.
One of the main objectives of the Office is to support successful experiences in its area on interest in Colombia. One example is PPI, a program led by the Episcopal Conference. This is pastoral work to secure the integrated development of children in their own families and communities by promoting action in several areas - accompaniment for the expectant mother, accompaniment and advice on childbirth, breastfeeding, development and stimulation, 0.-6 years; morbidity, mortality; nutrition; civil records; family violence; guidelines on rearing children; essential education and civic discipline. PPI also has complementary work to reinforce its actions in the community in the areas of generation of income, adult literacy, participation in social control, social communications and mobilization and the elderly. The central point of the PPI is the training of volunteers to make them community agents to accompany neighbouring families in a continuous mobilization for health and the integral development of children and an improved quality of life, strengthening the bonds of affection within families. PPI has 24 dioceses in its network, some 87 parishes and more than 765 trained community agents attending to 7,547 children. Work starts in Popayan, Quibdo and Barranquilla in 2004.
Intervention aimed at the very young must attend to the specific needs of that stage of development. In order to complement the work of PPI the Office conducted a study of progress in Colombia and other parts of the world in defining the right care and education for the very young, so that opportunities could be materialized for stimulation and formation of PPI agents and other community agents to find the right guidance and elements needed to work with the very young. This proposal is also designed to show children as the subjects of rights and make it possible for them to be appreciated as such, generating reflection about what this means in practice and proposing methods for leading the children to the appropriate level of growth, development and formation. This task would only be possible with the application of the principle of shared responsibility between the State, society and the family.
Following Law 724/2001 the Office coordinates the structuring and implementation of a General Plan for the Celebration of Child and Recreation Day, a series of projects led by different State entities to promote the construction of conditions for human development, gradually contributing to the qualification and sustainability of actions and mechanisms designed to protect and secure Children´s Rights in Colombia. The Day as a whole attempts to approach a number of lines of action designed to improve the situation of survival, protection, development and participation of the children.

Participando ... ando. The emphasis is in the creation of pedagogical
and administrative conditions for children to have a real opportunity
to participate Saludable..... mente. The central idea is to generate
alternatives and mechanisms to improve children´s access to health
services
Explorando ... ando. the idea is to widen pedagogical opportunities
and information to bring children closer to knowledge of their country
Emprendedora .... mente. A call for all to heed the need to
prevent child labour and demonstrate the opportunities for economic
development in work for children.
