2. Support for the disabled

The new focus of approach to the disabled shows that their true social, family and employment integration requires access to technical and technological aids to improve their independence and capacities in daily live in community, articulated to processes of integrated rehabilitation. According to the document "basis for the drafting of public policy for the disabled" the strategic components for intervention are: the promotion of protective environments and the prevention of disability, equivalency of opportunity and (re) habilitation.

(re)habilitation) (re)habilitation is the set of technologies, actions and procedures undertaken with individuals, their families and the community to eliminate or reduce limitations in daily life. The work of the Office in this area is part of the third component of public policy and seeks to act through the programs Colombia Oye, Colombia Ve and Colombia Camina in providing the handicapped with the possibility of access to technical aids and technologies to facilitate their insertion into social and family life and employment, strengthening their ability to act on their own.

During 2004 social networks will be formed for the handicapped in seven Departments through the training of community promoters in the framework of Community-Based Rehabilitation. Thus there will be an integrated proposal min progress for the formation of community leaders in the handicapped to follow up rehabilitation processes with the beneficiaries of the technical aids donated to the programs Colombia Oye, Colombia Ve and Colombia Camina and who will articulate their actions to those corresponding to local and departmental administrations in order to organize the Municipal System for Attention to the Handicapped with the participation of all other sectors.

The Departments chosen for the implementation of the strategy answered to several different criteria, one of which is the consultation of sources of statistics (DANE Census 93 projections on types of handicap, the DANE pílot study of 5 Departments for recording those with handicaps and the study of the prevalence of handicaps made fro Valle del Cauca in 2001); other criteria were applied, such as the possibility of access to programs for the handicapped in one or another department, parts of the country particularly affected by violence and other that had taken action and requested support. The target Departments are: Putumayo, Quindio, Magdalena, Risaralda, Guainia, Guaviare and the Middle Magdalena/Antioquia.
