Communities must become the authors of their own development. They therefore need sustained processes of information, communication and social education to provide the tools for them to take up their own problems and propose appropriate solutions for them.
This is a program whose purpose is to contribute to targets of coverage and quality of education set by the government, through a strategic alliance between central and local government, the private sector and NGOs to implement integrated projects in infrastructure development, training and provision of facilities. The Plan intends to implement participatory methodologies during the execution of projects, contribute to the strengthening of the local system - this being understood to be the set of government organizations, NGOs and community organizations - which will improve its capacity for action and independent organization and become leading players in the development of a given community.
The projects developed by the program should be proposed so that opportunities in educational infrastructure will open up to the community so that they will become poles of development or centers of social attraction where different community activities will be implemented. In coordination with the Ministry of Education, the focus has been placed on the 40 municipalities most affected as receivers of the displaced, 29 Municipalities in former rehabilitation zones, and 24 Municipalities in the Frontier Security, Sovereignty and Social Development Plan. This benefits public and private schools attended by Strata 1 and 2 children with the approval of the regional education office and the support of the local Mayor to secure sustainability for the project and indeed, to justify the need for it.
The Network is an organizational,. dynamic and interactive strategy that articulates, communicates, channels and supports social actions taken by civil society and the State at Departmental and Municipal levels, through horizontal cooperation promoted by the spouses of public officials as a working network at those two levels top implement channels of communication that help to improve local action and provide conceptual and practical tools for crucial areas for the development of social projects and programs in the regions.
The objects of the network are: * To form a working network with departments and Municipalities, taking advantage of the capacity for leadership, the pull, the social mobilization and the management of resources that the spouses of the holders of public office have. * To produce and implement channels of communication which will help to improve local action of the Network and encourage the exchange of information between members. * To increase the potential of networks of relationships and contacts between institutional which will secure and facilitate the execution of social programs and projects managed at local level. * To compile and update information on institutions, services, programs and projects executed and offered at local and national levels, for the benefit of vulnerable groups. * To provide conceptual tools and practices for the members of the Network in matters crucial to the development of social programs and projects in their regions.
