At present, sexual and reproductive health is seen as an essential human right that implies the free and informed consent of men and women in the exercise of their sexuality and capacity to control their own fecundity.
The promotion of sexual and reproductive rights, especially in the adolescent population, should be understood as the access to appropriate information on the subject, to quality services, to peer education programs and to equity in terms of gender. The Office´s Program of Rights is designed to promote the integral development of adolescents and to help in the prompt detection and prevention of events and risks that impair, impede or hamper this development and the full exercise of Sexual and reproductive Rights by all, especially those in conditions of inequity and vulnerability. The program is part of the Social Risk System for Colombia since it involves strategies for the prevention and elimination of the risk of pregnancy among adolescents through public systems and to inform adolescents how to face it; and it falls within the framework of the guiding principles of the National Sexual and reproductive Health Policy, one of whose objectives is the reduction of adolescent pregnancies.
During 2004 services will be provided in 26 Municipalities in Antioquia, Bolivar, Cesar, Santander and San Andres and Providencia, selected as focal points on the following criteria: fecundity above the national average of 22%, higher percentage of rural adolescents compared to the total number of young people in the Municipality; Municipality in which other CPPE programs are running; Municipalities focused on in the Middle Magdalena Development and Peace Program; and, presence of community radio stations in the Municipality or the region. The intervention strategy as focused by the Social risk System , are public and informal. "Public" means that there is promotion of sexual and reproductive health through community information and education; coordination and strengthening of institutions. "Informal" because it is managed through social support networks, it encourages and consolidated relations and collective construction practices through the promotion of the social support networks in three basic areas: community/social; family and formal/institutional. The social support networks face the challenge of leading and mobilizing innovative proposals to identify and contribute to the changes in cultural variables which will in turn come to cut across attitudes that affect respect for sexual and reproductive rights. They are an opportunity for organization, development and sustainability of local actions in this area, and can become powerful instances of social control for the exercise of sexual and reproductive rights.
